Some funding options available


Every year, ULiège receives funding from various donors to develop new academic and scientific projects with its partners in developing countries. These calls are relayed by ULiège 's Centre for partnership and development cooperation.

Projets coopération

The PACODEL team provides an administrative support for the submission of applications for the two main funding agencies: ARES-CCD and WBI. The team can also provide administrative support for other donors (European Union, ENABEL, AUF...) on request. The ULiège training catalog also offers training to guide staff wishing to develop academic and scientific activities with developing countries.

ULiège takes over calls from these two donors. Within their budget envelopes, there are various funding programs for development cooperation activities.

The Académie of Research and Higher Education (ARES) has set up a commission dedicated to the challenges of university development cooperation: the Commission of Development Cooperation (CCD). Funded by the General Direction of Development Cooperation and Humanitarian Aid (DGD), it develops a portfolio of collaborative funding instruments (with mixed North-South teams) aimed at higher education publics, in response to an issue for the country of intervention. For academics and scientists, it has specifically developed three funding programs for the development of research, teaching or institutional support activities.

Support instrument for southern partner institutions - Duration: 5 years - Call: 1/5 years - Budget: Variable

Capacity-building instrument responding to a local issue / Instrument to develop the training offer of a local partner institution - Duration: 5 years - Call: 1/year - Budget: 300,000 to 500,000€

Instrument to initiate new research / Instrument to capitalize on skills - Duration: 2 years - Call: 1/year - Budget: €60,000 to €100,000

WBI    Financing programs

Wallonia-Brussels International (WBI) is the Wallonie-Bruxelles organism in charge of international relations. It is the instrument of the international policy pursued by Wallonia, the Wallonia-Brussels Federation and the French Community Commission of the Brussels-Capital Region. University development cooperation is one of its lines of activity, and it has dedicated a service within its administration. WBI has set up direct and indirect cooperation funding programs.

  • Joint Commissions (JC) - Direct cooperation

Multi-year collaboration programs between Walloon and local operators on defined axes - Duration: 3, 4 or 5 years - Call: 1/3, 4 or 5 years - Budget: variable

Project co-financing program aimed at strengthening project capacity - Duration: approx. 1 year - Call : 1/year - Budget: €150,000 for all projects submitted by the institution

Other sources of funding

Other sources of funding exist for university development cooperation activities, but in these cases, the ULiège administrative services do not automatically take over. It is nevertheless possible to ask for support from PACODEL, regardless of the funding source.

How can I benefit from administrative assistance?

By contacting PACODEL, you can benefit from administrative support in setting up, submitting and monitoring your project (contractualization, opening of OTP, etc.).

Good to know...

You can obtain funding from public funding agencies. A framework agreement has been signed with the Belgian Development Agency (ENABEL), under which several activities have been developed.

Administrative support

ULiège sets up an internal administrative support to guide step by step its community involved in development cooperation projects. The  PACODEL is specifically dedicated to these activities. This cell works in close collaboration with the other administrations (admissions/registration, justification service, RISE...). The PACODEL not only acts as an interface with funders, but also as a hinge with the central administrations. As such, it ensures that internal procedures are followed and that projects are properly managed in its administrative side.
